If it requires a special piece of cloth it would require an item. This doesn't seem like a jutsu to me as the item basically what was used.

I reread the technique in the wiki, it just requires a piece of cloth. It doesn't have to be special, edited.

What Yuudai is saying is you don't have to app this as a full on jutsu that uses chakra, since you're literally hiding with a piece of cloth. No chakra is involved. It's purely an optical illusion.
